I feel this can be determined some by a few factors:
One, is character.
Two, do they treat others with dignity and respect.
Three, how do they handle day to day problems? Do they pass the buck, or do they take responsibility, and figure out how to overcome? Or do they hide their mistake and lie about the problem?
Four, years of experience to be able to guide you on what path is right for you, and your freight.
Five, could you trust them with large sums of your money to handle your freight needs, without supervision?
Six, can they provide you with enough credit to float your shipping needs for at least thirty days?
Seven, do they have a passion for what they do?
Eight, is their brokerage a company that truckers recognize as one of the best, and want to work for them again?
Nine, do they answer the phone after five and on weekends?
Ten, are they willing to travel to meet you at your place of business, to get a better understanding of your freight needs, and to meet you in person?
Eleven, do they have access to more than 100,000 contracted, and monitored carriers?
All these things are important, and I am sure I could think of more, but this covers most of it.
